Ashli Palmer joined Peck Madigan Jones after two stints in House Democratic Leadership, a senior position in the Obama Administration, and serving in the Washington office of the nation’s largest healthcare company. Clients turn to Ashli for the expertise and perspective she acquired in leadership roles in the Office of the Majority Whip, Office of the Assistant Democratic Leader and the U.S. Department of Agriculture. Ashli advises clients on legislative and political strategy, coalition building and policy development in a broad portfolio including healthcare, appropriations, rural and education issues.
Ashli most recently served as Director of Floor Operations to House Majority Whip James E. Clyburn (D-SC), where she was the first African American woman to serve in this capacity. In this role, she was responsible for ensuring a favorable outcome on all House legislation that reached the floor. She played a crucial role ensuring passage of critical legislation on the House Floor, including USCMA, Equality Act, Minimum Wage, and Net Neutrality. Ashli was assigned the task of advising the Speaker, the Majority Leader and Majority Whip of the House of Representatives on where the House Democratic Caucus stood on important priorities. In addition, Ashli served as a trusted advisor to Members of the Congressional Black Caucus, newly elected members and frontline/vulnerable members.
Prior to re-joining Democratic House Leadership, Ashli served as the Director of Government Affairs for CVS Health, the nation’s largest healthcare company. In this role, Ashli led federal strategy focusing on House Democrats. Additionally, she served as the Government Affairs lead with Corporate Social Responsibility/CVS Foundation, where she strategically leveraged CVS’ philanthropic activities to enhance the company’s relationships, brand, and policy objectives.
Earlier in her career, Ashli was the policy director to the Assistant Democratic Leader, the third highest-ranking Member of House Democratic Leadership. In this capacity, she was directly responsible for crafting healthcare and appropriations legislation. Additionally, from 2013 to 2014 during the Obama Administration, Ashli led the Rural Business Services Agency in the Department of Agriculture, managing an 80-person staff while maximizing opportunities for USDA’s investment in rural America and outreach opportunities, including outreach to underserved areas.
